Union Budget Forecast through Financial Astrology

This article is written with the assumption that the Union Budget would be presented by the Finance Minister, on 6th July 2009 at 11.00 in the Loksabha. Planetary position for that time would be as given above.

Ascendant :: Virgo ; Moon :: Sagittarius ; Sun and Mercury in Gemini ; Venus and Mars in Taurus ; Jupiter ® in Aquarius; Saturn in Leo and Rahu and Ketu in Capricorn and Cancer ;

Based on the planetary position and the aspects amongst planets, Budget can be expected to be a mixed bag with good measures of taxation and more than expected surplus at the end of the year. Second house denoting Finances is aspected by Dhanakaraka Jupiter both in Budget chart and also Independence Chart of India. This denotes good financial position for the Government. But Budget chart Second house is also aspected by malefic Saturn which tones down the benefic effect of Jupiter. Lagna lord Mercury is posited in Gemini, 10th house which augurs well for the event. Also, Second and Ninth lord Venus posited in Ninth also is an indication of the bountiness. But Venus is associated with Mars, a natural malefic and also 8th lord for the Budget chart which does not augur well for the event. Placement of Jupiter in 6th and Saturn in 12th also present mixed signals. On the whole, Budget is expected to evoke mixed response as certain positive and certain negative features persist in the Chart. Now let us analyse the effect of each planet in detail and the sectors that would be affected .

Moon as 11th lord is placed in the 4th in the Budget Chart in close conjunction with Pluto.
Budget measures would benefit Agriculture, trade and also mines and minerals. Fluids (liquids) business and hotel business will prosper through Budget proposals. Government would take measures to improve slum areas and measures for poverty alleviation. There could be a national plan and new projects to improve agriculture and mining industries.

Jupiter is placed in 6th in Aquarius denotes budget proposals to improve the condition of the working classes, grant of facilities. There would be grants to armed forces particularly Navy. There would be good allocation / incentives for Health and Education.

Uranus placed in 7th in Pisces indicates unexpected complication of serious nature with foreign countries and country’s foreign policy may meet sudden failure.

Venus is placed in 9th in Taurus, own sign, indicate favourable proposals for Naval affairs, shipping and airways. Foreign Investment may be allowed in the above areas. Mars placed in 9th denote welcoming foreign investment in Power sector.

Mercury is placed in 10th house in Gemini, own sign. It indicates improvement of conditions of youth in general. Budget proposals involving employment guarantee for youth are indicated. Government will take measures to bring reforms and other improvements in educational institutions and intellectual world. Budget would include proposals for achieving national goals in literary circles, scientific spheres, intellectual world, foreign trade, mercantile activities, modes of transport.

Sun is placed in Gemini but in Bhava chart it is placed in 11th. As Sun owns 12th house and placed in 11th , it denotes garnering of funds by Government (11th house) through disinvestment(owning 12th house) in Public Sector Undertakings.

Sextile aspect between Sun and Saturn denote Government taking responsibility with challenge and with great decisions to arrive at in managing fiscal discipline by successful floatation of Government loans, Bonds and disinvestment etc.

There are no soft aspects to Moon which represents Public. Hence, it may not go as a populist Budget and People will be burdened with taxes to shore up revenues to contain deficit. There would be good amount of revenue raising exercise through direct and indirect taxation. Oil, mining, Power and Technology sector companies may get some benefit .

Saturn will be entering Kanya from 9.9.09 and there would be thrust on Infrastructure and Agriculture. Hence , Budget is expected to contain provision for incentives to Infrastructure, Housing sectors which would benefit Cement and Steel sectors.

Further, India will be entering Sun Dasa from September 2009 and in Sun Dasa, Education, Power, Nuclear Technology areas are going to get thrust from the Government.

Effect on Stock Market ::
Stock market discounts future in advance. Stock market has gone up significantly in the recent past (since March 2009). After the swearing in of the present Government , market has been sideways for the last one month. Considering the planetary configuration, market is expected to experience deep correction in the coming months in July end and August. Medium term investors can wait for correction to enter the market.

This is an attempt to correlate planetary configuration to a significant event like Union Budget. Financial Astrology can be used as an additional tool in tracking mundane events and also in forecasting stock market movements along with technical and fundamental analysis.
